There's not enough info in your post to get to the bottom of the whole issue, but ONE thing to check if then engine seems locked when trying the starter... sometimes the starter drive and the flywheel ring gear can get jammed up so the starter and engine are stuck.
With ignition "OFF", vigorously rock tractor back and forth in the highest gear and note if there's any movement of the engine fan indicating that the engine isn't stuck and that will also break the starter gears free IF they've jammed. (Having a couple of football player-sized buddies is an advantage with that!)
You can also loosen the starter mounting bolts, if jammed, they will be under tension and you will notice when they are loose enough that the gears brake free.
Beyond that, there' all sorts of other issues, electrical or mechanical, that could cause the starter not to engage and crank the engine, or the engine could be internally stuck, for many reasons.
