I didn't think anyone else on this earth had ever heard of a Panzer. My grandfather had one with a mower deck that he got back in the early 60s. Two things I recall. It was a odd sort of blue, almost turquoise color and it was heavy. I was young then, but I seem to recall a lot of cast iron, even the grill. It had enough meat and muscle that we often used to spot empty hay wagons and gravity boxes around the yard. I don't recall exactly how it was set up but it was all belt drive. One for each direction. The lever latched in the forward direction for forward motion, and had to be held back to engage the other belt for reverse. As the belts got old and stretched, I remember I'd have to rest my foot on the long lever to keep enough tension for it to go forward. The throttle was a simple cable running from a mounted lever, about the same as you'd find on a regular push mower. Not sure where you might turn for technical information. Thanks for the flash back!
