Suggest pulling the heads and see what shape the cylinders are inside. What might have happened is water got into one cylinder (the one with an open exhaust valve) so only that cylinder will be stuck. If that's the case, since the motor consists of two 2-cylinder blocks bolted to a common crankcase, you might be able to simply replace just the block and pistons on the side that's stuck. Also I believe some of the flathead Wisconsin V4 engines used the same 2 cylinder assembly as the 2 cylinder engines (model THJ or TJD(?) - it's been a while...). Anyway you might be able to piece together your stuck V4 using salvaged parts from another 2 or 4 cylinder motor. Good luck!
