2 cyl deisel overheating

I have a Hinomoto E230 with the S126 2 cyl diesel motor that is overheating. I ve taken the water pump off and the impeller appears to be ok. I ve also taken the radiator and cleaned and flushed it. I ve flushed the block with a water hose and there does not appear to be a blockage since the water flows quickly through it. The tractor will warm up and never stops getting hot. It will overheat about 10 minutes after starting. I have noticed white smoke on startup that quickly clears.

Could my problem be a blown head gasket?
