I think an adult should be allowed to ride a bike without a helmet or anything. I also believe if they can't afford insurance and they kill themselves on the bike they should just drag the body straight off to the landfill or if injured just take them home. I used to ride until traffic in the area got so heavy and also because they passed a law that you had to wear a helmet. Once I started wearing a helmet I had three close calls just because I couldn't hear anything with the helmet on. Figured I better quit while I was ahead. Never had any problems before.
