You can often find deals on used, under-30hp tractors. However, you have to watch out. Some people will buy a new tractor getting a great deal, use it for a year or two, then sell it for more than they paid....sometimes, more than cost of new!
Best advice I can give is take your time, school up on what you want and what's out there that can do the job, and what going prices are. Is always better to go a little bigger than you think you need, rather than accepting a smaller size, then discovering that smaller isn't enough.
Another option to consider is to look at getting an ATV. There are self-powered, pull-behind mowers, front blades, and drag blades that are all available, plus you have a nice means of conveyance.
