I'm not into banking nor electronic payment details but I suspect that a transaction with a card (Canadian buyer/USA supplier) takes about as much time as it takes for the electrons to move from one place to the other, in other words instantly. This would include the exchange rate at the instant the purchase is approved. Why would it be any different than a purchase within your own borders? The exchange rate is built into the system I'm guessing. Nobody waits around for paper to move through the mail anymore and I suspect it would all be handled by computers, etc.
