Sorry I didn't answer sooner -been away. I would't recommend deadheading/terminating the output of a pump because if there is something wrong internally that is causing the pump to not shut down when the spec pressure is reached you could literally -blow it up. An in-line pressure gauge tee'd in would be the best bet to see if spec pressure is being reached or exceeded. If spec pressure is being reached and or exceeded and the pump is still pumping then you have a problem in the pump. If spec pressure is not being reached ,then I would suspect a leak-by somewhere. Does the powersteering operate off of the same pump via a priority valve? Leak-by (bleed-off)of pressure could be caused a worn ps control valve. Some of the systems get pretty complicated so without seeing a hyd-scematic for that system I can't be very specific.Most systems have a least one, and maybe more, system pressure relief valves . One of these could be leaking-by enough to keep the pump pumping. Could be any one of the remotes on the hoe leaking-by. You may have to isolate the systems one at a time to narrow it down ,but be sure to tee in a relief valve set at no more than 500lbs. over system pressure as a safety.
