Culti-Packers for soil preparation

I'm having a difficult time breaking up sod which I tore up with a 10' wide chisel plow. Even after multiple passes with the plow I have very large chunks of sod. My 12' allis-chalmers disc doesn't do much. I watched a big JD pulling a multi-wheel culti-packer. Would a culti-packer work on sod? And, could my 60 hp MWD JD 5400 pull a culti-packer? And, if so --how large? I have beautiful soil with no rocks. Denny
