Remove the gas line from the carb.. Turn on the gas and catch it in a jar. How much did you get in a minute? In should run freely. Now attach it to the carb. and do the same test. The level in the bowl has to go down before the inlet needle valve will allow more gas into the carb. This opening is not very large at all. Do not expect to get as much gas into your jar as quickly as before. The level of the float will determine how far open the needle valve will open. I recommend that you try to adjust the main metering valve adjustment screw. My 9n ford has an adjustment on the top and front of the carb that determines how much fuel it is going to get. My 9n has the float level adjusted the way the book said to do it, but the gas does not pour out of the drain very fast. IT runs well, but the throttle response is not correct and so I may need to re adjust the float. I am not sure yet. This adjustment will help it run smoother, the closer to the correct setting that you adjust it to. I believe that my C and my 400 have the same adjustments. I have not looked at them in years.
