That sounds like a description of a stuck steering clutch, not a brake. Yes the dry clutches can stick after setting, more likely if it sets outside. When you pull on the steering lever the clutch is supposed to disengage at about half throw of the lever, then the brake gradually applies over the rest of the lever throw. Using the left steering clutch while in reverse will swing the front of the crawler right, thus you can turn right by jockeying reverse and forward using the left clutch.
You don't need thousands of dollars worth of tools. Up to 3/4 drive should do it. Master pins can be driven out with big hammers and punches. There are some heavy parts to handle. Yes get the service/technical manual for it. I would recommend you get the John Deere manual.
Serial number makes it a 1970 straight 350. Price is more than I would have gone for, as I think a 350 is a bit light in the final drives for a backhoe loader, but that is my opinion, others like them.
