I suppose it's possible for the pin (43)to rust to the bore, however, there's a lip "wiper seal" at the outside to keep moisture and debris out, and an O-ring to keep oil in.
It's also possible that the rod and linkage connected to the pin is bent or broken.
There was some issue, I don't remember exactly what, where the mechanism would get bent, IIRC, chain (#56) is involved in trying to prevent that. (Issue may have been if left arms were externally lifted/forced beyond normal travel.)
I have a "424", which used the same lift setup, IIRC you can see the mechanism after removing the 4-bolt cover under the seat.
