That is a very strong sign post !! When I see these kind of things, it makes me wonder if the guy just didn’t shut off the pto pump, and the hydraulic control just creeps in the up hoist position. You could start off with the box down, and with a empty truck, perhaps it could raise, but not enough creep on the valve to let it rise loaded. Of course you shouldn’t be ripping down the highway with the pto on either
