Did this come up suddenly, like without changing anything? i.e. did it run and something has broken, or has it been worked on and and not got put back right. Does it run? If so, fast or slow? If the throw on the throttle lever is good from low to high throttle, I'd look first at the linkage on the carb side. Disconnect the turnbuckle from the governor rock shaft and check the adjustment. With the throttle lever back at the seat all the way forward (full throttle), push both the governor rockshaft and the rod linking it to the throttle lever on the carb as far back as they will go, the turnbuckle should be adjusted to line up so that the link pin slides right back into the governor rockshaft. Hope this helps. Let us know how you make out.
