Here are some suggestions if you are using Internet Explorer and OutLook Express. On the IE Tools->Internet Options->Security tab, click on Restricted Sites icon and then the Custom button. Disable or pick the most restrictive choice of everything, Disabling all Scripting, ActiveX, Java, Downloads, Cookies, etc (don't just take the Default or set it to Highest, some things are still left enabled). Open OutLook Express and go to the Tools->Options->Security tab to set the Restricted Sites radio button. This makes OutLook use the Restricted Site security level. If you want to kill most popup ads, go back to Internet Explorer Tools->Internet Options->Security tab and click on the Sites button. Add the urls of the popup advertising companies to the list (use wildcards like *.popupnation.com). You can find the urls by pressing the History button on the IE toolbar and looking at the sites you visited today that look unfamiliar or have suspicious names. Here's a link that contains more info on the latest virus with instructions on how to get a patch from Microsoft.
