Give the float the "shake test" to feel for gas inside one of the pontoons. If there is, replace the float
Before putting the top on the bowl, turn the top upside down with the float resting on the needle valve. Suck on the fuel inlet fitting and hold your tongue over the hole. It should hold vacuum. If it won't, something is wrong, the needle valve is not sealing, the seat is not sealing against the gasket, the float is binding...
Watch carefully as the bowl is lowered onto the top. Be sure the float isn't touching anywhere. Do the "suck test" again.
Is the fuel clean and filter screens in place in the inlet elbow and the sediment bowl? You can take a fuel sample in a clean glass, see if there is anything coming down the line, like rust or dirt. It only takes a tiny speck to hold the needle valve open. I like to flush the line before making the final connection, especially if the area around the carb is dirty and difficult to get to. You can even let some gas trickle as you make the connection.
