Depend on cycle time and when it is doing it and how lone it is in the on cycle and how long in the off cycle. Setting idle short burst of on-off, city driving should be on most of the time, highway driving probably not on much as forward movement ov vehical puts bore air through radiater than the fan would so not needed. So could be normal or a sign something is wrong. Need way more information.
