Your wagon is apparently home built with local off the shelf materials, perhaps some of it scrap. This gives you license to change anything and everything, in order to make the job easier and to make the finished product more to your liking. You will need to do a lot of sandblasting, but you could also save a lot of time by simply replacing a lot of the steel with new. The two arms that stick out the front appear to be an afterthought. They appear to be there two hold the chains which appear to be to limit the amount that the axle will pivot. If I were you I would move them to under the wagon.
