Is it a Deere B ??. Last summer I repaired my cousins JD A Carb which ran exactly as you describe. Turned out that the gasket under the large nut that retains the fuel bowl was not thick enough. The bowl was not clamped tight enough to the carb body to seal where the bowl meets carb. This caused an air leak in the bowl vent system which messed up the fuel flow at low throttle opening. Another little ring gasket added enough clamping force to seal it. Another possibility is if the throttle plate is installed wrong or not centered in the throttle bore. The throttle plate has an angle cut that matches the angle of the throttle bore at idle. Also to center the throttle plate you nedd to leave the mounting screws loose untill you close the throttle to center the plate in the throttle bore. Tighten the screws while holding the throttle shut with the idle speed screw backed way out.
