If it binds to a stop, start pulling bearing caps. Could be a seized rod or main.
If it hits a hard stop, look the timing gears over carefully. Those have a reputation for the governor ball cage breaking. Pieces can wedge in the timing gears.
Easy enough to remove the oil pump. I doubt that is what's locking it, but look it over inside, there is a set screw that can come loose or break the gear. If bad bearings, that may have happened and stopped pumping.
If you are turning the engine with the head off, unless you bolted the cylinder liners down, they may have ridden up with the pistons. If that happened, even a very little, the liners will need to come out and be resealed and seated back in the block. The oring seal will leak coolant into the crankcase, the liner height above the deck surface is critical for the head gasket to seal.
