D4 cat

I have a loader cat with stuck stering clutchs is there any short cuts to fixing this problem? The cat sat for 11 years. I had a problem getting the pony engine started so I mounted a 14hp. engine on top of the loader cross brace,and with a long vbelt I turned the diesel over and the darn thing started, and it runs great.So if anyone has an idea for me on those stering clutch it would be greatly appreated.
