Here is my outside view of this and similar topics. When you take old stuff to a shop and you want it repaired at low cost you sort of get what you pay for. So this shop was okay doing what you wanted and probably should have stopped. I also hear complaints all the time on this web sight about shops wanting to do more than you want them to and charging you more. They do this because they don't want the pain of doing something less than perfect and having it returned and someone demanding they fix it for free. So go ahead and force them to fix it for free. Don't be surprised the next time you want them to repair a tire they say "no we won't just patch it up cheap we need to do this the expensive way so we can guarantee our work". You wonder why shops don't want to do stuff the cheap way when they get held accountable for results. So in this case the expensive way is the shop says you need a new rim period. No more we will work with your old rim no matter how well you clean it up.
