I understand what you are saying, but OK to one person might not be OK to another. Too, I've seen rusty rims that had tires on them that held air, and seen them that looked OK that wouldn't hold air.
In this case he says there was a tube, so the condition of the rim being rusty or not didn't mean much beyond was the rust flakey enough to cut the tube. If there was nothing but surface rust, the average Joe isn't going to want to spend the time, or money to clean it up and paint it. Seriously, a tube that can't handle a little surface rust isn't going to last long to begin with, as the inside of many tires is rougher than the rust would be.
Again, as someone who sees both sides of the in my own repair business (the reason I don't take me stuff to others to work on), I was just explaining the probable mindset of the tireshop in saying it was OK and doing things as they did, rather than taking the extra steps.
Not to mention, if they had to stop every job they had going to call the customer, and hope they got them right away....start another when they didn't....then go back to the original job once the customer called back....and so on.....I instead of making a judgement call based on how 99% of their customers would tell them to do things anyways, they would never get anything done.
In this case someone apparently made a bad call, and the customer wasn't really happy. Had they done things the other way, experience says they could have had the same result.....
Ultimately you're Danged if you do, and Danged if you don't....Ah the joys of owning a business....LOL....
