Replace the spring that controls the bill hook closing pressure. International specs a compressed length for the spring rather than amount of force needed to open the bill hooks, with age the spring fatigues and while it’s still the right length it’s no longer the right force on the bill hook closing cam. I’ve been through this on dads IH 37, my IH 430 & new idea 555, & a friends IH 430 in all cases replacing the spring fixed the issues though they all took some fine tuning to get perfect. Also DO NOT just tighten the fatigued spring as this can cause the closing cam to not be able to work properly and things get broke. This applies to. Both the all twine and original knotters on the 46, 37, &47
