The lights don’t look factory and the toolbox doesn’t either. I think the factory H tool box would have been across the fromt of the light bar.
It looks like there are two hoses going to your cylinder on the hitch which would suggest you have up and down pressure. If you look at the arm the top of the cylinder is pinned to it looks like there should be a pin through it. This will allow the arm the cylinder pins to stay stationary and the channel that sits on it to raise up. If you can get a couple of better pictures of the area above the cylinder it will be easier to say for sure.
