Enforcement is the only real answer. A couple of weeks ago, I had occasion to travel on our local interstate. The lunatics were out in large numbers. As I transitioned from a 4-lane section into a 6-lane section, a tri-axle dump truck came up on me going way over the speed limit. I was just barely keeping up with traffic - doing 75 in a 55 zone. The truck almost ran me down. and nearly tipped over swerving into the next lane to avoid running me over. Next, another lunatic comes up behind me and started flashing his high beams at me. I gave him the finger. I was still doing 75 in a 55 zone. How fast did this knucklehead want to go? Next comes some kid in a souped up foreign rig going much faster than traffic and zigzagging from lane to lane passing on both sides.
that was just the more memorable high points of that trip. I called the state police on my cell phone and asked them where all of the enforcement was. I was not comfortable travelling that fast just to keep from being run over. They informed me that there were indeed troopers out there. I replied that they were not doing a very good job of it.
These days, the violators far outnumber the cops. Traffic safety will not improve until there is some serious enforcement. Start by setting a reasonable speed limit. Follow that with aggressive patrolling by marked and visible patrol cars. Target the most blatant violators, and stay visible. Only then will things start to calm down - both on your road and mine.
