You managed to hit one of my pet peeves.
What do blinking lights do? Answer: Attract attention. To you. While you are doing something that may be borderline or just plain illegal. What kind of attention would blinking lights attract? Law enforcement maybe?
Common sense says to be discreet and quietly carry out your task - WITHOUT calling attention to yourself.
If I were a cop, I can assure you that the one with the blinkers would be attracting my attention, and would be the one on the side of the road while I wrote out the tickets.
