1948 farmall cub (operation of side sickel bar)

Ihave a cub, and I purchased a used sickel bar. The pto has an 8" pulley and the bar pulley is 81/4". When I engage the bar at idle, the bar wants to tear itself apart because of the speed. I am assuming I need a smaller pully on the pto. If this is true does anyone know the size of the pto pulley.? If this is not the problem, Iwould appreciate any help. Thanks, Tony
