The fedral govt stopped most things in 1986. The state totally ended farm land expantion in the early 1990's. Since the late 1990's, the federal & MN state govts have been spending about as much on conservation programs (stream grass boarders, wtershed improvements, RIM, CREP, etc.) as they have spent on actual farm subsidy programs. I realise the papers lump all that money into 'farm subsidies' but do a little research - a lot of the money is going into conservation of and administration of wetlands, prairie lands, septic system upgrades, feedlot inspections, and such. For those of you not living in Minnesota, things might be different. Here in Minnesota, the free-wheeling ended long ago. Seems the city dwellers can have curb drains on every block, wash fertilizer down every drain, and build houses in any wetland. Farmers haven't been able to do any of that for close to 20 years.
