Sounds plausible.
Something you could try, get an oil pump can of gas, be ready to give it a shot of gas when the PTO is engaged and it tries to die.
If the gas revives it, good chance the regulator is bad.
Also check the availability of fuel to the regulator. Loosen the line from the tank at the regulator, open the tank valve. Should get liquid propane to the regulator. There may be a separate lock out valve, not sure how yours is set up. If there is a lock out valve, it must open when the engine is cranking and running to supply fuel to the regulator. The lockout is typically vacuum operated.
