Put your test light or volt meter from the starter cable stud (directly to the stud, not the cable end or nut) and the starter case (directly to bare metal on the case, not the engine block).
Try the starter. If you get battery voltage from the stud to the case, and the starter is not cranking, there is a problem in the starter.
If low or no voltage, there is a bad connection or bad battery. Keep checking back toward the starter switch, the grounds, battery connections. Find where you are loosing the connection UNDER LOAD.
Just be careful, it could start cranking during the test!
