Mustang 2050 Skid Steer Purchase?

I have found a 1998 Mustang 2050 with 3,000 hours on it. The owner will sell if for the bank balance of $7800. It has a flat tire, all tires are well worn. Have not heard it run yet, he says everything works. I have seen other ones that looked rougher. This one does not look too bad.
Questions: Is 3,000 hours a lot of hours for a 49 hp diesel? Would I be buying a lot of problems? The hydraulic hoses look a bit cracked. Are tires real expensive? Thanks for any suggestions or thoughts appreciated!
