It had black goo in it. I put about a gallon of E85 and let it sit for a week and that pretty much dissolved the goo but still left behind a powdery residue.
I let it air out another day or two and then vaccumed out a bunch of powder. It still had a residual fuel smell but it was obvious that there was not nearly enough vapor to ignite.
If you poured out gasoline and then immediately vacuumed then yes you could ignite something. It needs to air out. If the tank is out then set it so that the inlet is low as fuel vapors are heavier than air and will "pour" out. If it's on the tractor you can probably ventilated it with compressed air blown in to displace any the fuel vapors.
