Many tests/regulations have a pass or fail at +0%, meaning even if you have a very small trace of THC, you are still positive, or the test fails the same as it would for an everyday user.
CBD only products are supposed to have no more than 0.03, if someone consumes a LOT of CBD products, they could still test positive. The CBD market is essentially unregulated, they might claim a certain level or % of something but they may not be accurate either.
