Recommended rim width for a 18.4-38 is 16" but you can mount one on a 15" rim, 16.9-38's normally come on a 14" rim and that's a little narrow for a 18.4, it'll fit but it'll look like a donut.
Keep in mind that a 18.4-38 is also 3" taller than a 16.9-38.
16.9-38 is not a popular tire size and finding used is near impossible, I'm in the same boat needing a set of 16.9-38's for one tractor, new bias are around $675 each unmounted but this tractor will see a good bit of road miles traveling between farms so I'll probably spend the extra coin and go with radials.
