Looking at some videos, one showed the loader operating quite well at what sounded like low RPM, and another sounded like he was operating it at full speed. Might take a look, see how yours compares.
It may just be the nature of the beast, loaders require more volume to operate than the 3 point, so if the pump is designed around the 3 point, it will be slow with the loader or any attachment that requires a higher volume of fluid to operate.
If the loader will hold position and curl with the levers in neutral, that verifys the cylinder seals are good.
Something to check, the hydraulic quick couplers. Be sure they are connected fully and are free flowing, not restricting the flow.
The owners manual says the pump should make 2275 PSI, but no mention of volume or where to check the pressure.
A shop manual would be a valuable investment. It will have procedures to check the hydraulic pressure, volume, and filter/suction strainer maintenance.
