Couple of things come to mind when it runs better with the choke half way out. First is an airleak somewhere...carb to manifold gasket, carb mating halfs, no packing around choke and/or throttle shafts etc. Try spraying some WD40 around the carba and manifold when it is running and see if the revs smooth out. If so, you have found the airleak. Second is that a low spark situation will run like this. When the spark gets weak, it is easier to ignite a richer mixture with the weaker spark. I have seen a few of the plastic venturis, in fact I have one in my MS on my 48 8N. I have seen them sold at CT etc. as replacements. Mine runs like a top. I would post on the Ford N Board and see what they have to say there...
