Gene, I know techumseh made 10 hp vertical shaft engines with 12v electric start. It was used on craftsman 30 inch riding mowers that had transmission issues. I bought one off craigslist. I know a few places where old man on dissability supplement their income working on junk mowers that no one would touch. That's a good place to look for used parts..
Years ago I purchased a starter kit off ebay for 13 hp honda on 4000 psi pressure washer. I too couldn't start it by hand. Then I realized my arms couldn't hang on to a 13 hp pressure washer. My son wanted to borrow it to clean his driveway. I delivered it to him because he doesn't have a truck. When he wanted me to pick it up I told him NO it yours, keep it.
