This may be a real long shot, but I had a problem like this. What was real frustrating, was that it occurred after I completely rebuilt the engine! After an awful lot of scratching both ends of me, I discovered a missing spring on the choke butterfly in the carb. It has a little flap in the middle, and this spring goes over it to keep in shut except when the enging pulls enough to make it open. Replaced the spring, and voi-la, it smoothed out like a purring kitten. Maybe it is, and maybe it isn't. When you're tinkering with these old things, sometimes you find the usual causes are fixed, and what's causing the problem is a very unusual thing. Good luck.
