well now I feel stupid and happy.I boasted that I have lots of clutch rebuild experience on automobiles and I did not check the clutch linkage adjustment, so now I feel stupid. The tractor now works great and that makes me feel quite happy. Thanks for telling me to check the clutch peddle. I feel dumb for not thinking of that myself but that's ok because the tractor runs good now. I think the guy I bought it from has tried to adjust it and did not know what he was doing. I was wondering how a clutch could get so lose that there was no action whatsoever. Most folks quit burning up a clutch before it wont move at all while on flat ground. the peddle had some free play but the lever on the case of the clutch housing has an adjustment bolt that limits release travel. I had to back it out several turns before a little play could be detected. Then I found that this tractor has a very strong clutch and I won't be needing to replace it.
