As Steve said you need to work a flat washer into the lower bracket (paying attention to belt alignment) so you can tighten lower bolt down. Then I think top bracket that goes down to water pump needs to be hooked to water pump at top bolt (this bolt may be broken off in your pics) then slotted end hooked to alt either front or back side of tab. The short slotted piece will not be used. The way it is both alt mounts are close to each other, alt will do a lot of bouncing, hard to keep belt tight.
