If you have plastic down, ANY moisture that lands on top of the plastic has only 2 avenues of escape; to evaporate into the air, or to drip down to the plastic. Any moisture that the plastic collects will remain in close proximity with the hay/straw and cause mold.
It was mentioned to have good air flow. That's great if it's possible, but seems to me hay/straw always gets stacked tight in the middle. The only real airflow is around the outside of the stack.
I'd recommend getting rid of the plastic but leaving the gravel. Allow that moisture to drain into the ground. It would also help to add a layer or two of pallets. The more pallet layers, the more space between moisture and the food source.
As for re-using the same moldy bales year after year, that might be a bit risky. The mold is already there and has its food source. Any additional moisture will allow the mold to send out spores and grow. Even if you don't see mold in the upper layers of hay/straw, there will likely still be mold in it, and that's not good for your animals.
