If your choking it to keep it running I would think it’s a fuel problem. I just had the same problem you describe on one I’m working on. The trouble was not enough fuel getting to the carb. In my case it was a plugged sentiment bowl and trash in the bottom of the gas tank blocking fuel flow. Things I would check: Run it with out the gas cap off see if it helps, is the hole in the bottom of the gas tank covered up or plugged with debris, is the screen in the sediment bowl plugged up. Double check the carb. Is the needle opening properly, is the float set right, I think the book says it should be set to 1 inch and 5/16 when open. Is the screen in the fuel line into the card clear. These are things I have run into before hope it helps. Let us know what you find.
