Looks like the correct tool can be found on the 'net for some $400.
Apparently, it precisely locates the camshaft for exact injection timing based on the #1 injector cam lobe and another cylinder's exhaust cam lobe, which would be difficult to accomplish accurately without the tool.
At this point, I'd buy it and call it a "cost of doing business", or, if you're sure you will never need it again, likely you could resell it and recoup much of your money. (ebay, for example, been there, done just that.)
I see they call for the "friction washer" behind the gear to be replaced, as it is a "one use" item.
Also, looking around the 'net, I read commitments about the gear slipping on the camshaft due to a sticky valve or a damaged injector.
Hopefully, you can rule out and/or correct any issues there before an attempt to restart it.
