The "drill out" process is not really a drill out, it's using a drill bit or tip cleaner to thoroughly clean the hole in the jet.
Dried ethanol residue tends to stick tightly to the metal surfaces. To be sure the jet is clean, it needs to be scraped out. The goal is to scrape the ID of the jet down to bare metal without actually removing any metal. I like to use jet drills, tiny drill bits made for drilling jets. But instead of drilling, turn the drill around, use the shank end to progressively determine the size of the jet, then drop down a size and use the flute end to scrape the inside to bare metal.
If the main jet is adjustable, it is not as critical to keep it at the exact size, just be sure it is clean.
The drills can be bought in a set, they are not expensive. There is also a pin vise, a hand held chuck for holding the tiny bits.
There aren't any other jets in the bowl half, but be sure the 2 holes beside the bore are clear. There are a couple jets in the top half, the idle jet and the idle air bleed, be sure they are clean.
The rust is surface rust, maybe a chemical reaction from cleaner. Just wipe and blow it out, put a little oil in the bowl to coat it. Once in use it will be OK.
