I don't think that somebody has to have been on Vietnamese soil to be a Vietnam War Vet. Most naval personnel who were offshore from Vietnam provided support to those who flew missions and took similar risks that their ship could have come under attack and paid the ultimate price. Just because we can see in hindsight that US ships were at minimal risk offshore from Vietnam does not mean that those sailors knew that would be the outcome when they were enlisted or drafted. I would even consider some guy who worked a US base that directly supplied the arm forces in Vietnam a veteran. That person also took a risk that they could have received orders to ship over to Vietnam. If you want to talk about somebody who was doing guard duty in West Germany then I would have a problem calling that person a Vietnam Vet.
