If it has a second smaller wire, that has to connect to the big bolts on the solenoid. It has to be on the battery side of the solenoid, for the engine to start other wise it will only try to run when the starter is in operation. Much like a bad balasst resistor. Otherwise it sounds like you have some safety switches not making connection or disabled.
