Three months ago I finished up a 50 year old car that had a number of sizeable rusted through areas. If you want it to last it must be welded water tight all the way around. You want to cut large enough pieces out to get into good metal. Make a pattern with light cardboard. Cut the 18 gauge steel slightly smaller than the hole. Use special little clamps to hold the piece in place with .0025 space all around. With your MIG, place a dot of weld, go to the opposite side and place a dot. fill in at one inch intervals. Cool after each dot with a wet cloth. Allow corners to cool three times longer. Once you have it welded and it is flat, and not before, it is time to go to work on your hood.
