A restricted return to fuel tank will shut that pump down -- some tractors have a one way check valve in thee return pipe that can get plugged. Not that your fuel is that dirty but some plastic/rubber components in the pump can break down over time and send enough "grindings" to the return pipe that it can easily plug that check valve. Try disconnecting the return pipe and let it dribble into a bucket -- then proceed to bleed the injectors. Eventually the pump will need work to replace these deteriorating plastic/rubber parts --- just be aware as you could put a bran new pump on that tractor and with the return plugged you still wont be able to get it running.
