Assuming it's a 5010, yes it has power steering. Unless something is seized up, it should be possible to turn the steering wheel with great difficulty, but it would be best if you can get it to start. The power steering runs off the hydraulic pump, which is driven off the front of the crankshaft. If the starter will turn the engine, you can crank the engine as you turn the steering wheel to make it a bit easier.
It most likely has a 24 volt system, so you won't be able to jump it if the batteries are dead. I'd put a couple of freshly-charged 12 volt batteries in it and see if it will crank. You might even be able to get it to start. If it's a diesel, there's probably a "cold start" fitting near the bottom of the console: Unscrew its cap, and remove the spray nozzle from a can of starting fluid. Stick the top of the ether can into the cold start fitting and give it a shot while cranking.
I don't imagine JD sold a lot of 5010s in North Carolina. It's a big tractor and they were fairly popular out west.
